Issuing or renewing a Palestinian Passport

 Important Notes:

  •  All Passport Application Forms, whether renewal or issuance, MUST BE TYPED (on a computer) in Arabic and English, NOT HANDWRITTEN. The Palestinian Ministry of Interior will reject all handwritten applications, without exception.
  • After all necessary documents have been submitted according to procedures, the processing time for passport issuance/renewal is up to 3 MONTHS or up to 6 MONTHS for external passports. If this period has passed but your transaction has not been completed, please contact the Consular Affairs Department on 02 6286 9193 to follow up.

Process to issue/renew Palestinian passport:

To issue/renew your passport, there are two options:

Option 1. Apply to assign a relative or friend in Palestine to act on your behalf by Power of Attorney (POA) [Note: this is restricted to holders of Palestinian ID issued by the Palestinian State].

Option 2. Apply directly through the Consular Section of the Ministry of Foreign Affairs and Expatriates in Ramallah (MOFAE).

Option 1:

Apply through Power of Attorney (POA)

The following process applies:

1. Download and fill out the following:

2. Send completed POA Template to consular@palgov.org with an email outlining your request. The completed POA Template will be placed on the official Embassy letterhead and sent back to you to be signed and certified.

3. Sign and certify the POA. Please pay attention to ensure that you appropriately authorise a specific person in the West Bank to apply for a new passport for the applicant, or to renew the applicant’s existing passport. Also note that documents regarding passports must be signed by the applicant before two witnesses and certified by a Justice of Peace (JP).

4. Send the completed and certified POA to the Consular Section of the General Delegation of Palestine with the following:

  • Completed Consular Service Registration Form
  • Completed Passport Application Form
  • Completed Approval and Pledge to Turn in Old Passport
  • 2 JP-certified copies of the applicant’s personal identification documents including a copy of the Palestinian passport, and the Palestinian Identity Card (ID)
  • Copy of the applicant’s Birth Certificate
  • Proof of the applicant’s profession (in case this has been changed from the profession listed in the old passport)
  • Copy of the applicant's Visa
  • 4 photos of the applicant on a light blue background, as per the size required for Australian passports (click here for further details)
  • A self-addressed Australia/NZ Post Express envelope, for the return of the documents to the applicant.

Documents must be sent using an Australia/NZ Post Express envelope to the following address:

5. Payment of AU$90.00 per document (POA, in this case) can be paid via money order/Cheque/bank transfer and must be addressed to General Palestinian Delegation.

Please include your name into the reference section of the bank transfer.

After payment, please send a record of the transaction details (screenshot/receipt/etc.) to consular@palgov.org

6. Once payment and all necessary documents have been received, the documents will be certified and returned to the applicant. After certified documents have been returned, the applicant is responsible for forwarding the documents directly to the authorized person in the West Bank.

 

Option 2:

Apply directly through Palestinian Ministry of Foreign Affairs and Expatriates (MOFAE)

The following process applies:

1. Submit the following documents to the Consular Section of the General Delegation of Palestine in Canberra. 

  • Email (sent to consular@palgov.org) with covering letter outlining the request for the service
  • Completed Consular Service Registration Form
  • Completed Application Form for the Renewal of Passport 
  • Completed Approval and Pledge to Turn in Old Passport
  • 2 JP-certified copies of applicant’s personal identification documents including a copy of the Palestinian passport, and Palestinian Identity Card.
  • Copy of the applicant’s Birth Certificate
  • Proof of the applicant’s profession (in case this has been changed from the profession listed in the old passport)
  • 4 photos of the applicant on a light blue background, as per the size required for Australian passports (click here for further details)
  • Copy of the applicant’s Visa
  • A self-addressed Australia/NZ Post Express envelope, for the return of the documents to the applicant.

2. Payment: Current cost for the direct issuing of a passport is AU$105, to be paid via money order/Cheque/bank transfer addressed to General Palestinian Delegation.

3. After payment and all necessary documents have been received, they will be certified and the application will be forwarded by the Consular Section in Canberra directly to the Ministry for Foreign Affairs in Ramallah for processing. 

After the new passport has been processed, the applicant will be contacted by the Consular Section in Canberra and the new passport will be sent to the applicant by post.
