Israel has committed genocide against Palestinians in the Gaza Strip, the UN Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel said in a new report today. The Commission urges Israel and all States to fulfil their legal obligations under international law to end the genocide and punish those responsible for it.

The Ministry of Foreign Affairs and Expatriates of the State of Palestine welcomes the report issued by the United Nations Independent International Commission of Inquiry, which unequivocally confirms that Israel has committed the crime of genocide against the Palestinian people in the Gaza Strip.

The Israeli offensive to seize control of Gaza city will be catastrophic for the civilian population of the besieged strip, with aggravated consequences and compounded suffering for persons with disabilities, UN experts warn. “People with disabilities have endured unimaginable horrors over the nearly two-year genocidal assault. The escalating offensive on Gaza city will prove apocalyptic for them, and puts their very survival at grave risk.”

UN experts warn Israel’s attacks, blockade, and financial stranglehold have collapsed Gaza’s economy and inflicted catastrophic harm to Palestinian human rights. In the West Bank, Israel arbitrarily withholds Palestinian tax revenues, threatens banking isolation, and expropriates resources: “Israel must refrain from intervening in the State of Palestine through economic coercion and respect its sovereignty.”

The Permanent Observer of the State of Palestine sent a letter to the UN entitled "Act Now to Stop Israel's Genocide in Gaza": It is long past time to reign in this rogue Israeli regime that every day murders and destroys and threatens regional and international peace and security. It is time for concrete action – including arms embargoes, sanctions and deployment of international protection – to finally bring a halt to this gross impunity and save civilian lives. Further delay or failure by the Security Council does not absolve States of their obligations to prevent and punish the crime of genocide and to bring an end to the illegal Israeli occupation of Palestine. The time to act is now. Millions of lives depend on it.

UN experts urge the USA to grant Palestinian leaders visas ahead of the UN General Assembly in New York in September: “The United Nations Headquarters Agreement of 1947 requires that visas ‘shall be granted’ by the United States, regardless of whether the US recognises Palestine as a State. The US cannot unilaterally impose exceptions or conditions on these obligations.”

The beginning of the school year in the West Bank has been postponed against the backdrop of Israel’s unlawful withholding of Palestinian clearance revenues, now exceeding 10 billion shekels, or 4.5 billion AUD, in total. These clearance revenues constitute more than two-thirds of the Palestinian Government’s total income, and are indispensable for sustaining essential public services, including education, healthcare, and social protection.
