Israeli occupation blocks transfer of NIS 7 Billion (USD 1.9 billion) in Palestinian clearance revenues

RAMALLAH, 25 March 2025 | Government Communication Centre - The Palestinian Ministry of Finance has confirmed that, since 2019, the Israeli occupation authorities have illegally blocked the transfer of approximately NIS 7 billion (equivalent to USD 1.9 billion, or AUD 3.03 billion) in Palestinian clearance revenues, deepening the financial crisis facing the Palestinian Government.

In a statement, the Ministry explained that the Israeli occupation authorities have refused to transfer these funds to the Palestinian Government under various false pretexts, including:

• NIS 2 billion (US$ 544 million) withheld under the pretext that these funds were allocated for the Palestinian people in Gaza.
• NIS 3.7 billion (US$ 1 billion) deducted under the pretext that these funds were allocated for the families of Palestinian martyrs and detainees.
• NIS 1.2 billion (US$ 326 million) deducted as departure tax paid by travelers at the border crossing between Palestine and Jordan.

Escalation of Israeli Deductions and Delays Since October 2023

Since the start of Israel’s war on the Palestinian people in the Gaza Strip in October 2023, the Israeli occupation has intensified its financial restrictions against the Palestinian Government, including by doubling clearance revenue deductions to 50% of the total monthly amount while deliberately delaying payments in an unprecedented manner.

Clearance revenues, which should be transferred to the Palestinian Government in the first week of each month, are now being withheld beyond the middle of the month, exacerbating the Government’s fiscal crisis.

Additionally, the Ministry asserted that the Israeli occupation authorities are planning further major deductions from the illegally withheld Palestinian tax revenues under the pretext of compensations for families of killed or injured Israelis, falsely holding official Palestinian institutions responsible. The exact amounts being confiscated under this unlawful scheme remains unknown.

Severe Consequences for Government Salaries and Financial Obligations

The Ministry of Finance warns that these delays and deductions directly impact the Palestinian Government’s ability to pay public sector employees' salaries and meet other financial obligations, leading to a worsening of the economic crisis and increased financial pressure on the Government, and intensifying hardship for Palestinian citizens.

Israeli Deductions of Palestinian Funds: a Blatant Act of Political Blackmail

Israeli occupation authorities deduct and withhold substantial sums from Palestinian clearance revenues each month, including:

• NIS 275 million (US$ 74 million) - equivalent to the amount allocated by the Palestinian Government for the Gaza Strip.
• NIS 52.6 million (US$ 14 million) - deducted under the pretext that this is the amount allocated to the families of Palestinian martyrs and prisoners.

Illegal Israeli Deductions since 2012: NIS 20.6 billion (US$ 5.6 billion)

The total amount of illegal deductions by the Israeli occupation authorities from Palestinian clearance revenues since 2012 has reached NIS 20.6 billion (US$ 5.6b), broken down as follows:

• NIS 12.5 billion (US$ 3.4 billion) - illegally deducted as payment for electricity.
• NIS 4 billion (US$ 1 billion) - illegally deducted as payment for water services.
• NIS 1.3 billion (US$ 354 million) - illegally deducted as payment for sanitation services.
• NIS 3 billion (US$ 816 million) - illegally deducted as payment for medical services.

In light of these concerning and alarming figures, the Palestinian Ministry of Finance stresses that these ongoing actions by the Israeli occupation are flagrant violations of all signed agreements. Such violations directly impact the Palestinian economy and the livelihoods of the Palestinian people, and are a part of Israel's wider escalation and all-out war against the Palestinian people, their very existence, and their national institutions.

The Palestinian Government, in close collaboration with international partners and actors, continues to press for the immediate release of illegally withheld Palestinian clearance revenues and for an end to Israel’s unlawful policies in this regard.

The Palestinian Ministry of Finance also announced that it has adopted a financial rationalization policy in preparing the 2025 governmental budget. This is a continuation of the Palestinian Government's ongoing financial and administrative reform program, which has seen more than 50 different reform measures carried out in the past year since the formation of the current government.

Despite Israel’s intensified aggression and financial warfare, the Palestinian Government remains committed to safeguarding national institutions and strengthening the steadfastness of the Palestinian people.

المالية الفلسطينية: الاحتلال يحتجز سبعة مليارات شيكل من أموال المقاصة

أكدت وزارة المالية الفلسطينية، أن قوات الاحتلال الإسرائيلي تحتجز ما يقارب سبعة مليارات شيكل من أموال المقاصة (عائدات الضرائب الفلسطينية) منذ عام 2019 وحتى شهر شباط/ فبراير الماضي، رافضة تحويلها إلى دولة فلسطين.

وأوضحت الوزارة في بيان، اليوم الخميس، أن هذه الاقتطاعات جاءت تحت ذرائع متعددة، من بينها:

• 2 مليار شيكل ضمن ما يسمى مخصصات قطاع غزة
• 3.7 مليار شيكل خُصمت تحت بند مخصصات عائلات الشهداء والأسرى
• 1.2 مليار شيكل اقتطعت كرسوم ضريبة المغادرة عبر المعابر إلى الأردن

وأكدت الوزارة أنه "ومنذ بدء العدوان الإسرائيلي على شعبنا الفلسطيني في تشرين الأول/ أكتوبر 2023، صعّدت قوات الاحتلال من إجراءاتها المالية، حيث ضاعفت قيمة الاقتطاعات من أموال المقاصة لتزيد عن 50% من قيمتها الإجمالية الشهرية، كما تعمدت إلى تأخير تحويلها بشكل غير مسبوق".

وبينت أنه في حين كانت هذه العائدات تُحوّل خلال الأسبوع الأول من كل شهر، باتت تُصرف الآن بعد منتصف الشهر، ما زاد من تعمق الأزمة المالية للحكومة الفلسطينية.

وأشارت الوزارة إلى أن المصادر الرسمية الإسرائيلية بدأت مؤخراً تتداول عن اقتطاعات لأرقام كبيرة من الأموال المحتجزة كتعويضات "لعائلات قتلى أو جرحى إسرائيليين"، محملة الجهات الرسمية الفلسطينية مسؤولية ذلك عبر الاستيلاء على مبالغ غير معلومة بشكل دقيق من أموالنا المحتجزة.

ولفتت إلى أن هذا التأخير أثر بشكل مباشر على قدرة الحكومة الفلسطينية على صرف رواتب الموظفين العموميين في موعدها، وأعاق من قدرتها على الإيفاء بالالتزامات المالية الأخرى، ما أدى إلى مفاقمة الأزمة الاقتصادية وزيادة الضغوط المالية عليها.

وقالت إن بيانات وزارة المالية تشير إلى أن الاحتلال يقتطع شهريا:

• 275 مليون شيكل كمبلغ مشابه لما تقدمه الحكومة الفلسطينية لأهلنا في قطاع غزة
• 52.6 مليون شيكل كاقتطاعات بحجة مخصصات عائلات الشهداء والأسرى.

وقالت المالية إن إجمالي الاقتطاعات الإسرائيلية من أموال المقاصة بلغ 20.6 مليار شيكل منذ عام 2012، وحتى شباط/ فبراير الماضي موزعة على النحو التالي:

• 12.5 مليار شيكل بدل أثمان الكهرباء
• 4 مليارات شيكل بدل شراء المياه
• 1.3 مليار شيكل بدل خدمات الصرف الصحي
• 3 مليار شيكل بدل الخدمات الطبية

وأكدت المالية أنه "في ضوء هذه الأرقام الخطيرة، فإن استمرار إسرائيل في احتجاز أموال المقاصة والاقتطاعات غير القانونية، يمثل انتهاكا صارخا لكافة الاتفاقيات الموقعة، ويؤثر بشكل مباشر على الاقتصاد الفلسطيني ومعيشة المواطنين".

ولفتت إلى أن الحكومة الفلسطينية تواصل وبالتعاون مع الشركاء الدوليين والجهات ذات العلاقة، بالضغط للإفراج عن أموالنا المحتجزة، ووقف سياسة الاقتطاعات غير القانونية من أموال شعبنا.

ولفتت الوزارة أن تلك الإجراءات الإسرائيلية هي "جزء من العدوان الشامل على شعبنا ومؤسساتنا الرسمية"، مشددة على أن الحكومة الفلسطينية ستفعل كل ما بوسعها لتعزيز صمود أبناء شعبنا.
