Arab-Islamic Ministerial Committee Meet in Cairo with High Representative of the EU for Foreign Affairs and Security Policy

Members of the ministerial committee assigned by the Joint Arab-Islamic Extraordinary Summit on developments in the Gaza Strip held a meeting on Sunday, March 23, 2025, with High Representative of the European Union for Foreign Affairs and Security Policy. 

The following statement was issued at the conclusion of the meeting:

The Arab-Islamic Ministerial Committee met on Sunday, March 23, 2025, in Cairo with High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission Kaja Kallas.

The Parties discussed recent developments in the Occupied Palestinian Territory and expressed their grave concern over the breakdown of the ceasefire in Gaza and the large number of civilian casualties in recent airstrikes.

They condemned the resumption of hostilities and the targeting of civilians and civilian infrastructure and called for an immediate return to the full implementation of the ceasefire-hostage and detainees release agreement that went into effect on January 19th, and as brokered by Qatar, Egypt, and the United States, and stressed the need for progress towards its second phase with a view to its full implementation, including the release of all hostages, a permanent end to hostilities, and the full withdrawal of Israeli forces from Gaza, in line with United Nations Security Council Resolution 2735.

The Parties further called for the complete respect of international humanitarian law and international law. They underscored that this includes ensuring swift, sustained, and unimpeded humanitarian access and the provision of humanitarian assistance at scale into and throughout the entire Gaza Strip. In light of this, they demanded the lifting of all restrictions that hinder the delivery of humanitarian aid, as well as the immediate restoration of all basic services in the Strip, including the supply of electricity and water desalination plants.

The Parties welcomed the Arab Recovery and Reconstruction Plan, presented at the Arab Summit in Cairo on 4 March, subsequently adopted by the Organization of Islamic Cooperation (OIC) and welcomed by the European Council.

The Parties highlighted that the aforementioned plan ensures that the Palestinian people will remain on their territory and emphasized in this regard their categorical rejection of any displacement or expulsion of the Palestinian people out of their territory, Gaza and the West Bank, including East Jerusalem, and warned against the grave repercussions that would result from such actions.

The Parties underscored in this regard the importance of supporting the Conference on the Early Recovery and Reconstruction of Gaza, which is to be held in Cairo with the participation of relevant stakeholders. They called on the international community to work to mobilize resources, to be announced during the Conference, to address the catastrophic situation in Gaza.

The Parties stressed the importance of unifying the Gaza Strip with the West Bank under the Palestinian Authority (PA) and of supporting in this regard the PA in assuming all of its responsibilities in the Gaza Strip, and ensuring it can effectively uphold its role in administering both Gaza and the West Bank. They emphasized the need for respect and the preservation of the territorial integrity and unity of the Occupied Palestinian Territory, which is key to consolidating the Palestinian state on the basis of the 4 June 1967 lines, including with regards to Jerusalem, in line with UN resolutions, and as part of the two-state solution, thus achieving long-term peace and stability in the region. They reiterated in this regard that the Gaza Strip constitutes an integral part of the territory occupied in 1967 and reiterated the vision of the two-state solution, with the Gaza Strip as part of the Palestinian state, in line with International Law, including relevant Security Council resolutions and stressed that this should guide any discussion on the future of the Gaza Strip.

The parties expressed as well their deep concern over the Israeli military incursions in the occupied West Bank, as well as illegal practices such as settlement activities, home demolitions, and settler violence, which undermine the rights of the Palestinian people, threaten the prospects for a just and lasting peace and further entrench the conflict.

They recalled that Israel, as an occupying power, must protect civilians and comply with international humanitarian law. They firmly rejected any attempts at annexation and unilateral measures that seek to alter the legal and historical status quo of the Holy Sites in Jerusalem.

Together, the Parties reaffirmed their full commitment to a political resolution to the conflict on the basis of the two-state solution with Israel and Palestine, living side by side in peace and security, on the basis of the relevant UN resolutions, the Madrid terms of reference, including the principle of land for peace, and the Arab Peace Initiative, paving the way for lasting peace and coexistence between all the peoples of the region. They reaffirmed their commitment in this regard to the convening of a UN High Level International Conference in June in New York co-chaired by France and the Kingdom of Saudi Arabia to advance these goals.


اللجنة الوزارية المكلّفة من القمة العربية والإسلامية المشتركة غير العادية بشأن التطورات في قطاع غزة تعقد اجتماعًا مع الممثلة العليا للاتحاد الأوروبي للشؤون الخارجية والسياسة الأمنية

وصدر عن الاجتماع البيان التالي:

اجتمعت اللجنة الوزارية العربية - الإسلامية اليوم، 23 مارس 2025، في القاهرة مع السيدة كايا كالاس، الممثلة العليا للشؤون الخارجية والسياسة الأمنية للاتحاد الأوروبي.

وناقش الأطراف التطورات الأخيرة في الأراضي الفلسطينية المحتلة، وأعربوا عن قلقهم البالغ إزاء انهيار وقف إطلاق النار في غزة وما أسفر عن ذلك من سقوط عدد كبير من الضحايا المدنيين جراء الغارات الجوية الأخيرة.

وأدان الأطراف استئناف الأعمال العدائية واستهداف المدنيين والبنية التحتية المدنية، ودعوا إلى العودة الفورية إلى التنفيذ الكامل لاتفاق وقف إطلاق النار وإطلاق سراح الرهائن والمحتجزين، وهو الاتفاق الذي دخل حيز التنفيذ في 19 يناير، والذي تم برعاية مصر وقطر والولايات المتحدة، وأكدوا على ضرورة التقدم نحو المرحلة الثانية من الاتفاق بهدف تنفيذه الكامل، بما في ذلك إطلاق سراح جميع الرهائن، وإنهاء الأعمال العدائية بشكل دائم، والانسحاب الكامل للقوات الإسرائيلية من قطاع غزة، وفقًا لقرار مجلس الأمن التابع للأمم المتحدة رقم 2735.

ودعا الأطراف إلى الاحترام الكامل للقانون الدولي الإنساني والقانون الدولي. وأكدوا أن ذلك يشمل ضمان سرعة نفاذ المساعدات الإنسانية، وبشكل مستدام ودون عوائق إلى قطاع غزة، وإيصال المساعدات الإنسانية على نطاق واسع إلى جميع أنحاء القطاع. وطالبوا في هذا السياق برفع جميع القيود التي تعيق نفاذ المساعدات الإنسانية، بالإضافة إلى استعادة جميع الخدمات الأساسية في القطاع، وبصورة فورية بما في ذلك إمدادات الكهرباء، وبما يشمل تلك الخاصة بمحطات تحلية المياه.

ورحب الأطراف بخطة التعافي وإعادة الإعمار العربية التي قُدمت في قمة القاهرة في 4 مارس، والتي اعتمدتها بعد ذلك منظمة التعاون الإسلامي ورحب بها المجلس الأوروبي.

وأكد الأطراف في هذا السياق أن الخطة المشار إليها تضمن بقاء الشعب الفلسطيني على أرضه، وشددوا على رفضهم القاطع لأي نقل أو طرد للشعب الفلسطيني خارج أرضه، من غزة والضفة الغربية بما فيها القدس الشرقية، كما حذروا من العواقب الوخيمة التي ستترتب على مثل هذه الأعمال.

وأكد الأطراف في هذا الصدد على أهمية دعم مؤتمر التعافي وإعادة الإعمار المبكر في غزة، والمقرر عقده في القاهرة بمشاركة الأطراف المعنية، ودعوا المجتمع الدولي إلى العمل على حشد الموارد التي سيُعلن عنها خلال المؤتمر، وذلك لمواجهة الوضع الكارثي في غزة.

وشدد الأطراف على أهمية توحيد قطاع غزة مع الضفة الغربية تحت مظلة السلطة الوطنية الفلسطينية، ودعم السلطة في تولي جميع مسؤولياتها في قطاع غزة، وضمان قدرتها على القيام بدورها بفاعلية في إدارة كل من غزة والضفة الغربية. كما أكدوا على ضرورة احترام والحفاظ على وحدة وسلامة الأراضي الفلسطينية المحتلة، باعتبار ذلك عنصرًا أساسيًا في تجسيد الدولة الفلسطينية على أساس خطوط الرابع من يونيو لعام 1967، بما في ذلك ما يتعلق بالقدس، ووفقًا لقرارات الأمم المتحدة، وفي إطار حل الدولتين، بما يحقق السلام والاستقرار الدائمين في المنطقة. وجددوا التأكيد على أن قطاع غزة يشكل جزءًا لا يتجزأ من الأراضي المحتلة عام 1967، وأعادوا التأكيد على رؤية حل الدولتين، بحيث يكون قطاع غزة جزءًا من الدولة الفلسطينية، وذلك وفقًا للقانون الدولي، بما في ذلك قرارات مجلس الأمن ذات الصلة، كما شددوا على ضرورة الاسترشاد بذلك في أي نقاش حول مستقبل قطاع غزة.

وأعرب الأطراف كذلك عن القلق البالغ إزاء الاقتحامات العسكرية الإسرائيلية في الضفة الغربية المحتلة، إضافةً إلى الممارسات غير القانونية مثل الأنشطة الاستيطانية، وهدم المنازل، وعنف المستوطنين، والتي تقوض حقوق الشعب الفلسطيني، وتهدد آفاق تحقيق سلام عادل ودائم، وتؤدي إلى تعميق الصراع. وأشاروا إلى أن إسرائيل، بصفتها القوة القائمة بالاحتلال، يجب أن تحمي المدنيين وتلتزم بالقانون الدولي الإنساني. كما رفضوا بشكل قاطع أية محاولات لضم الأراضي أو أي إجراءات أحادية تهدف إلى تغيير الوضع القانوني والتاريخي القائم في الأماكن المقدسة في القدس.

وأكد الأطراف معًا التزامهم الكامل بالتسوية السياسية للصراع على أساس حل الدولتين، بحيث تعيش إسرائيل وفلسطين جنبًا إلى جنب في سلام وأمن، وذلك استنادًا إلى قرارات الأمم المتحدة ذات الصلة، ومرجعيات مدريد، بما في ذلك مبدأ الأرض مقابل السلام، ومبادرة السلام العربية، وبما يمهد الطريق لتحقيق السلام الدائم والتعايش بين جميع شعوب المنطقة. كما جددوا التزامهم في هذا السياق بعقد مؤتمر دولي رفيع المستوى تحت رعاية الأمم المتحدة في يونيو بمدينة نيويورك، برئاسة مشتركة بين فرنسا والمملكة العربية السعودية، للدفع قدمًا بهذه الأهداف.
