Situation Report #58: Occupied Palestine
13 - 20 October 2025 (until 10:00 AM)
The Government Communication Center at the Palestinian Prime Minister's Office issues the Situation Report on a weekly basis. The next Situation Report will be issued on 27 October 2025.
Key Developments
SINCE THE CEASEFIRE: ISRAEL KILLED AT LEAST 97 PALESTINIANS IN GAZA
Medical sources confirmed that the Israeli occupation forces (IOF) have killed at least 97 Palestinians since the ceasefire took effect on 11 October. Last Friday, an Israeli tank fired at the Abu-Saban family in Gaza City's Zeitoun neighborhood, killing 11 members as the family was "trying to check on their home." The Civil Defense recovered the bodies of nine martyrs the next day, including four children and three women. The bodies of two children remain missing. On Sunday, the IOF struck 100 targets across Gaza, including a cafe in al-Zawayda, resulting in tens of Palestinians being killed or injured.
STUDY: GAZA IS ON THE BRINK OF TOTAL ENVIRONMENTAL COLLAPSE
A new study by the Arava Institute warns that the Gaza Strip is on the brink of total environmental collapse after two years of genocide. The study estimates that 69% of the Strip's infrastructure has been damaged, and environmental degradation threatens public health, food security, and regional stability. It notes that intensive bombing has destroyed ecosystems and almost completely destroyed agricultural land and water systems, exposing approximately two million people to a long-term humanitarian crisis.
The study indicates that 93% of Gaza households are water insecure (with per capita water use under 8.4 liters daily, below the WHO's 15-liter minimum). All wastewater treatment plants have stopped operating, which threatens to seep into the coastal aquifer. The study emphasizes that, "[a]lmost half of households report sewage or stagnant water within 10m of their shelters, increasing the risk of cholera and other waterborne disease outbreaks that could spread beyond Gaza’s borders."
SINCE THE CEASEFIRE: CIVIL DEFENSE RETRIEVED BODIES OF 414 MARTYRS
Until 19 October, local sources confirmed that the bodies of 414 martyrs were retrieved from areas where the IOF had withdrawn after the ceasefire took effect. Some of these bodies were decomposed or fragmented and were found in the streets and rubble, while about 10,000 martyrs’ bodies remain trapped under the debris. UN humanitarian chief Tom Fletcher explained that retrieving bodies from beneath the rubble in the Gaza Strip is a massive task exceeding the capabilities of any single entity.
Additionally, as part of the ceasefire deal, Israel has so far returned the bodies of 150 martyrs to Gaza. Medical sources confirmed that many of these bodies were blindfolded, handcuffed, and bore signs of being run over by military tanks.
WITHHELD BODIES OF PALESTINIAN MARTYRS EXPOSE WAR CRIMES
The Palestinian Prisoner’s Society (PPS) stated that preliminary findings from doctors in Gaza confirm that many of the Palestinian martyrs were executed after being detained. The PPS noted that many of the martyrs’ bodies still had hand restraints, and some exhibited evidence of extended blindfolding during detention. Additionally, signs of torture, burns, abuse, and mutilation, such as being run over by bulldozers or armored vehicles, were also visible.
PPS added: "These findings add to the evidence of organ theft from the martyrs, a recurring practice by the occupation, as confirmed by the doctors [and aid workers] who examined the bodies upon their return."
According to prisoner organizations, the occupation still holds the bodies of 87 martyred prisoners, 79 of whom have been killed since the beginning of the genocide.
THE THREAT OF FAMINE PERSISTS IN THE GAZA STRIP
The Euro-Med Human Rights Monitor stated that the threat of famine persists in Gaza due to ongoing aid cuts, which reflect Israel's insistence on using starvation as a tool of genocide. Euro- Med explained that the amount of goods and aid allowed into the Strip is only a fraction of what the Strip actually needs. It added that it is deeply concerned by Israel's threats to reduce humanitarian aid and its refusal to open the Rafah crossing under the pretext of not releasing the bodies of Israeli soldiers.
ISRAEL KILLED FOUR PALESTINIANS IN THE WEST BANK IN ONE WEEK
During the past week, the IOF killed:
- Mahdi Kamil (20) from the town of Qabatiya in southern Jenin. According to news reports, the IOF shot and killed Mahdi during a military assault on Qabatiya.
- Child Mohammad al-Hallak (11) from al-Rihiya village in south Hebron. Mohammad was hit by a bullet that penetrated his pelvis when the IOF fired live bullets at a group of children playing football in a schoolyard.
- Palestinian worker Salim Abu Aisha (57) from Jenin. The IOF beat Salim to death after hitting him on the head in the town of al-Ram near occupied Jerusalem.
- Majid Daoud (42) in al-Ain refugee camp in Nablus. Majid was shot multiple times in the abdomen and limbs during a military assault on the refugee camp.
ISRAELI SETTLERS ATTACK PALESTINIAN FARMERS & ACTIVISTS IN TURMUS’AYYA
Yesterday, armed Israeli colonial settlers carried out multiple attacks against Palestinian farmers and foreign activists gathering to pick olives east of Turmus’ayya, northeast of Ramallah. The settlers also set fire to four vehicles, destroying them completely, and stole the olive harvest. One of the settlers brandished his weapon and threatened to shoot if Palestinians approached their fields.
ISRAEL'S CONTINUED AGGRESSION AGAINST THE NORTHERN WEST BANK
The occupation's aggression has persisted for 273 days against Jenin and its refugee camp, 267 days against Tulkarem and its refugee camp, and 254 days against Nour Shams refugee camp.
In Focus
Over the past week, during the olive harvest season, Israeli colonial settlers intensified their terror attacks against Palestinian farmers across the West Bank under the direct IOF protection.
- In Ni'lin, west of Ramallah, the IOF stormed the town and detained several olive pickers, preventing them from reaching their nearby lands. Meanwhile, settlers seized part of the crop and agricultural equipment.
- In Beit Ur al-Fauqa, local sources reported that a colonist attempted to kidnap four Palestinian citizens after assaulting them. When the IOF intervened, they also assaulted those who tried to rescue the kidnapped citizens.
- Another attack happened in Salem village, east of Nablus, where armed settlers attacked farmers working in the olive groves and forcibly prevented them from harvesting their olives.
- Attacks were repeated in the villages of Taybeh, Turmus’ayya, Deir Ammar, Abu Falah, and Kobar in the Ramallah and al-Bireh Governorate, in addition to the towns of Qablan, Qusra, Aqraba, south and east of Nablus, Kafr Ra'i, south of Jenin, and in southern Salfit.
- In the northern Jordan Valley, settlers escalated their attacks by plowing about 30 dunams of Palestinian agricultural land and cutting off the irrigation water network in the Khallet Khader area. They also damaged around 150 fruitful olive trees near the village of Bardala.
Government Updates
- In his keynote address at the High-Level meeting on the situation in Gaza, Prime Minister Dr. Mohammad Mustafa said: "The Government has put in place a unified framework for recovery through the Gaza Recovery and Reconstruction Implementation Program (GRRIP). This program builds directly on the Arab Plan for Recovery, Reconstruction, and Development of Gaza, adopted by the Extraordinary Arab Summit in Cairo in March 2025. The Arab Plan confirmed Arab commitment to Palestinian leadership and mobilization of coordinated resources for recovery."
- At the outset of the weekly Cabinet session held on Tuesday, Prime Minister Dr. Mohammad Mustafa stressed that "[t]he cessation of war alone is not enough to end the tragedy, adding that "[t]he real guarantee for peace and security, as well as for preventing a recurrence of what has happened, lies in empowering the Palestinian Government to fully perform its responsibilities in the Gaza Strip, as part of its national duty toward our people everywhere." The Prime Minister emphasized that "the relief, recovery, and administration of Gaza are not a political gain but a profound national and humanitarian responsibility — one that the Government embraces and undertakes with full commitment."
- During his meeting on Sunday with the Coordination Council of the Private Sector, with the participation of its members from the Gaza Strip via video conference and in the presence of several ministers, Prime Minister Dr. Mohammad Mustafa emphasized the crucial role of the Palestinian private sector in the recovery and reconstruction of Gaza. He noted that the burdens are heavy and require joint efforts from all parties. Mustafa confirmed that the Arab Recovery and Reconstruction for Gaza, along with the announced executive program, is complete and ready for implementation, stating: "We are proud that, immediately after the ceasefire was announced, we had our plan ready, which received international support, and we welcome any comments or contributions."
