Introduction
The Palestinian Central Bureau of Statistics (PCBS), since its establishment, has worked to provide statistical data disaggregated by sex to ensure developing its statistics in abidance to the gender concept, which is based on the fact that women empowerment does not mean or require marginalizing men, it simply comes through the promotion of women's economic role and enabling them to enter the labour market to achieve equity in employment, wages, and training. Therefore, the social, economic, and political empowerment of women are perquisites for national development.
This report examines the situation of women and men in Palestinian society through key gender-related data and indicators, within the exceptional circumstances imposed by the ongoing Israeli aggression on the Gaza Strip since October 7, 2023, up to the date of its publication. These conditions directly affect access to resources and basic services, limiting equality and empowerment. In this context, the report gains particular importance by highlighting the impact of the conflict on women and girls and emphasizing the urgent need for policies that promote women’s empowerment and social justice in times of crisis.
The report presents a selected set of key indicators and issues related to the situation of women and men, including indicators on Israeli violations against Palestinian women and demographic indicators for both sexes. It also discusses indicators on education, health, the labor market, and poverty, in addition to indicators related to participation in public life and decision-making, as well as technology and information. For the first time, four new dimensions have been included: financial inclusion and access to financial resources, issues of ownership and asset, public sector employees and rural women. The report takes into account the indicators included in the National Gender Framework and their alignment with regional and international frameworks and the Sustainable Development Goals.
This report is part of a series of specialized publications issued by the Palestinian Central Bureau of Statistics on gender issues. It aims to shed light on the status of women and men in Palestinian society and to provide data that support policy formulation in this field. The report is based on the results of statistical surveys conducted by the Bureau, in addition to administrative records from governmental and private institutions. We do hope that this report will serve as an additional tool to support policymakers and decision-makers in promoting the empowerment of Palestinian women and achieving gender equality.
