Issuing / renewing an External Passport directly through the Consular Section of the Department of Foreign Affairs in Ramallah
- External Palestinian Passports will not be granted to any person with another nationality/passport.
- All Passport Application Forms, whether renewal or issuance, MUST BE TYPED (on a computer) in Arabic and English, NOT HANDWRITTEN. The Palestinian Ministry of Interior will reject all handwritten applications, without exception.
- After all necessary documents have been submitted according to procedures, the processing time for external passport issuance/renewal is UP TO 6 MONTHS. If this period has passed and your transaction has not been completed, please contact the Consular Affairs Department on 02 6286 9193 to follow up.
Process to issue/renew an External Palestinian passport:
1. Send an email/cover letter to consular@palgov.org outlining the request for the issuance of an External Palestinian Passport.
2. Send the following documents to the Consular Section of the General Delegation of Palestine:
- Completed Consular Service Registration Form
- Completed Passport Renewal Application Form
- Completed Application Form for External Passport
- Completed Approval and Pledge Form
- Justice of Peace (JP) certified copy of Refugee Status Certificate (for those who have one)
- JP certified copy of the first two pages of the applicant's passport clearly showing the photo, full name and passport number of the applicant (for those who have one)
- JP certified copy of another form of photo ID e.g. driving license
- Proof of the applicant’s profession (in case this has changed from the profession listed in the old passport)
- 4 JP-certified photos of the applicant on a blue or light blue background, as per the size required for Australian passports (click here for further details)
- Copy of the applicant’s Residency or Visa
- Police clearance (National Police Certificate) issued by the Australian Federal Police/Australian Federal Police Criminal Record
Documents must be sent using an Australia/NZ Post Express envelope to the following address:

You must enclose a self-addressed Australia/NZ Post Express envelope, for the return of the documents to the applicant.
3. Payment: Current cost for the issuing of a passport is AU$140, to be paid via money order/Cheque/bank transfer addressed to General Palestinian Delegation.

4. Once payment and all necessary documents have been received, the documents will be certified and the application will be submitted for processing.
